Overføringsavtalen skal fremme mobilitet av arbeidskraft mellom arbeidsgivere med offentlige tjenestepensjonsordninger.
Avtalen skal sikre at arbeidstakere som har vært medlem av flere offentlige tjeneste-pensjonsordninger, får pensjon som om de hele tiden har vært medlem av en og samme pensjonsordning.
Partene i Overføringsavtalen er Statens pensjonskasse, og andre leverandører av offentlig tjeneste pensjon i norske kommunale pensjonskasser, livsforsikringsselskap og lovfestede pensjonsordninger.
